AMY MERTZ BROWN

Chief Compliance Officer

Amy joined Gurstel in 2020 as the Chief Compliance Officer (CCO).  She has over 30 years of experience as a leader, lawyer, and compliance professional, managing in-house legal programs and operations for several federal government agencies, and providing legal advice on a wide variety of legal and operational issues and litigation, in support of multi-billion-dollar programs.  Amy is passionate about driving mission-critical, practical, and risk-minimizing results, using meticulous legal and operational analysis, synthesis of complex legal information, and acumen for navigating multi-faceted internal and external environments.

Prior to joining Gurstel Law Firm, P.C., Amy was Chief Compliance Officer at the U.S. Securities and Exchange Commission (SEC), leading a team of compliance attorneys and professionals to oversee government ethics compliance for all SEC employees and manage several large dollar value IT projects.

Prior to the SEC, Amy developed and implemented the enterprise ethics and compliance program at the Consumer Financial Protection Bureau (CFPB), a financial services federal agency.  She joined CFPB in its start-up phase, and over the course of eight years helped establish and build CFPB’s in-house legal department, including hiring and developing diverse professional staff, and advised senior leaders throughout the agency on best practices and legal parameters for development of their programs (including regulatory, policy, contracting, management, information security and privacy, employment, transaction, and litigation issues).  Prior to the CFPB, Amy served in legal department management positions at the U.S. Department of the Treasury and the U.S. Small Business Administration (SBA).  While at SBA, she conducted litigation in U.S. District and Bankruptcy Court to collect debts owed to SBA by individuals and businesses.

Amy is a 1988 graduate of Washington College of Law, The American University, in Washington, DC, and is licensed in California.  Amy also has a Leadership Professional in Ethics & Compliance (LPEC) certification from the Ethics & Compliance Initiative (ECI).
